A 1971 graduate of UCLA Law School, Tom is bar qualified in California and Minnesota and has been practicing for over 43 years.
Coming out of Law School, he was awarded a Reginald Heber Smith Fellowship from Howard University. Subsequently, he was employed as house counsel for Northern States Power as counsel for the company’s telephone company subsidiary and covered a wide variety of legal matters including rate case approval from various Public Utility Commissions, successful antitrust litigation opposing Northwestern Bell Telephone, land use regulation and employment law including labor negotiations and affirmative action compliance.
Mr. Drosman returned to California where he accepted an offer to serve as a Deputy City Attorney for the City of Santa Ana where he handled all legal matters for the City. In addition to serving as advisor for the City Council and Commissions, Mr. Drosman rose to the level of senior litigator, handling inter alia federal civil rights litigation, code enforcement, and tort defense deputy. He also served as before the Personnel Board including prosecutions before and advisor to the Personnel Board, liaison with the Police Legal Advisor, administrative hearings, appeal and related federal litigation arising under those matters. Mr. Drosman practiced in the area of municipal law including administrative personnel discipline and termination hearings and including appeals from those cases. In addition, he has served as contact attorney for the City of Garden Grove, City of New Orleans, and hearing officer for the cities of Dana Point, Tustin, Santa Ana, La Verne, and the County of Riverside. He is qualified and has testified as an expert on code enforcement in the U.S. District Court in San Francisco.
Mr. Drosman maintains an active interest in maintaining excellence in the profession and has been an adjunct professor of law at Whittier Law School. He has also been very active in the Orange County Bar Association educational programs, as organizer and as faculty.
